You can withdraw aid but the aid was given as untied, that is it is not tied to the construction of a wall. If the US wants to pay cheap mexican labour to construct a wall, it an ample mexican workforce on its side of the border, it can divert its aid payments to those people.
the US has the ability to regulate banking and the transfer of money but surely using a bully approach is poor policy. What would be sensible would be for regulations to restrict international money flow to large transaction but that would cut the US throat and hoist it on its own pitard
What Trump is doing is expounding bullshit for polulist gain, surely he doesn't want to damage international relations that is if he even understands that international relations are important
