Apparently, the idea of a posse is no longer passé -- at least in one western Pennsylvania county. The (DuBois) Courier-Express reports Sheriff Wes Thurston is forming the first Volunteer Clearfield County Sheriff's Posse. The members will help the sheriff and his deputies respond to natural disasters, or to search for missing children or endangered people, and gathering information or other non-emergency tasks. The sheriff is recommending that volunteers carry a firearm, though he says that's not necessary to be a volunteer. Thurston says simply, "I think everyone should carry a firearm." The largely rural county is seated in Clearfield, about 110 miles northeast of Pittsburgh.

What's this "tries" nonsense? Forming posse's is one of the things a Sheriff can do,and AFAIK,nobody can stop him from doing it. Why is democracy held in such high esteem when it’s the enemy of the minority and makes all rights relative to the dictates of the majority? (Ron Paul,2012) American Indians had open borders. Look at how well that worked out for them.
I don't believe anyone can be forced into posse duty. A sheriff can ask for volunteers to form a posse but if no one want to join, he can't conscript anyone. There are three kinds of people in the world: those that can add and those that can't

Outside of hundreds of movie and tv plots, I can't think of any. But then, for as long as I can remember the National Guard (and occasionally, the Corps of Engineers) has been responding to natural disasters, searching for missing or endangered people, and doing other emergency and non-emergency ad hoc tasks and projects. And it may not be publicized,but they get the permission of the local sheriff before coming in. Granted this is a formality in the examples you mentioned because in most of those cases the local sheriff would be contacting them and asking them to come in.
