There it is... the RNC picks the nominee regardless of the debates, primaries, delegates, or the rules.
If candidates doesn't meet Reince's approval then they're not going to be the nominee. This clip is edited/censored from the original, at 1:23.

I had the debate and the Priebus interview after on my DVR but I deleted it a few days after the debate or I could verify it myself.

No, and I don't really remember the exact wording but the interview sent up red flags for me.
Whether it's edited is not so important as the fact that, he does say that he will deny the nomination to anyone whom he considers to not be "aligned" with his notion of the party.
It's an admission that primary results be damned, he has veto power over candidates. He intends to rig the results if he doesn't approve of the voters choice. That's on the video above.

He said the next prez will be a Dem or GOP (in the context of questions about Carson/Trump running third party).
Mostly, he was saying that Carson/Trump running third-party would be an automatic loss for the GOP nominee and for them due to splitting the vote.
