Seems to me like he was elected to local office in Chicago,and then to state office in Illinois,and ran for the office of President as a US Senator from Illinois. So Hawaii was his home state until he moved to Chicago, well after he attended Columbia and Harvard. His presidential center and library will be at the University of Chicago, making it the 14th presidential library in the federal system.
