The way I see it,he was the only armed person there that was not a terrorist,and as a armed representative of the state/security figure,he was just reassuring the scared people he was leading away in order to calm their fears. And of course as a armed cop in uniform he WOULD be the first one the terrorists would shoot if they were spotted because he would have been the only threat to them.
