Leads Congressional Effort to Defund Obama’s Refugee Resettlement Plans

Washington, Nov 16

Washington, DC – U.S. Rep. Brian Babin (TX-36), who has been sounding the alarm and leading the effort in Congress to block President Obama’s Syrian refugee plan, is urging immediate action on his Resettlement Accountability National Security Act (H.R. 3314), as well as leading a letter to House leadership asking that a provision be included in the year-end spending bill that defunds the Administration’s dangerous and foolish plans to accept more Syrian refugees.

“The terrorist attack in Paris by militant Islamists is a loud clanging alarm bell to Congress and the American people warning us why we must block Obama’s reckless and foolish plan to allow tens of thousands of Syrian refugees into the U.S. At least one of the Paris terrorists was a Syrian refugee who entered Europe just a few weeks ago. It would be an abdication of our sworn duty to protect the American people if we fail to block Obama’s UN refugee plan. Top DNI, CIA and FBI officials have said they are unable to fully screen terrorists out of the Syrian refugee population. We also have seen more than 400 Americans join ISIS and there are reports of over 1,000 ISIS investigations ongoing. Our duty is to defend the American people against all enemies foreign and domestic. President Obama’s plan violates that oath. That’s why I am leading the effort in Congress to block his plan and I will do all I can to stop this insanity.”

IN THE HOUSE OF REPRESENTATIVES

Mr. BABIN introduced the following bill; which was referred to the Committee
on _______________________________

A BILL

To suspend the admission into the United States of refugees in order to examine the costs of providing benefits to such individuals, and for other purposes.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ''Resettlement Account-

5 ability National Security Act of 2015''.

6 SEC. 2. SUSPENSION OF ADMISSION OF REFUGEES.

7 Beginning on the date of the enactment of this Act,

8 the Secretary of Homeland Security may not admit into

1 the United States an alien under section 207 of the Immi-

2 gration and Nationality Act (8 U.S.C. 1157) until such

3 time as Congress passes a joint resolution giving the Sec-

4 retary authority to resume admitting aliens under such

5 section.

6 SEC. 3. GAO STUDY.

7 Not later than 90 days after the date of the enact-

8 ment of this Act, the Comptroller General of the United

9 States shall submit to Congress a report that includes, for

10 the 10-year period preceding the date of the enactment

11 of this Act, for aliens admitted into the United States

12 under section 207 of the Immigration and Nationality Act

13 (8 U.S.C 1157), the following information:

14 (1) The average duration for which such an

15 alien received benefits under a program described in

16 section 4.

17 (2) The percentage of such aliens who received

18 benefits under a program described in section 4.

19 (3) The cost, per year, to each program de-

20 scribed in section 4 for such aliens.

21 (4) The number of such aliens who paid Fed-

22 eral income tax or Federal employment tax during

23 the first year after being admitted to the United

24 States.

1 (5) The cost, per year, to the program de-

2 scribed in paragraph (5) of section 4 for such aliens.

3 (6) The number and percentage of such aliens

4 who received benefits under a program described in

5 section 4—

6 (A) 2 years after being admitted to the

7 United States;

8 (B) 5 years after being admitted to the

9 United States; and

10 (C) 10 years after being admitted to the

11 United States.

12 (7) The cost, per year, to the Federal Govern-

13 ment, to State governments, and to units of local

14 government of providing other benefits and services,

15 directly or indirectly, to such aliens.

16 SEC. 4. BENEFIT PROGRAMS DESCRIBED.

17 The programs described under this subsection are as

18 follows:

19 (1) The Medicare program under title XVIII of

20 the Social Security Act (42 U.S.C. 1395 et seq.).

21 (2) The Medicaid program under title XIX of

22 the Social Security Act (42 U.S.C. 1396 et seq.).

23 (3) Disability insurance benefits under title II

24 of the Social Security Act (42 U.S.C. 402 et seq.).

1 (4) The supplemental nutrition assistance pro-

2 gram under the Food and Nutrition Act of 2008 (7

3 U.S.C. 2011 et seq.).

4 (5) Rental assistance under section 8 of the

5 United States Housing Act of 1937 (42 U.S.C.

6 1437f).
