It has become legend in Florida political circles, a missing chapter in Marco Rubio's convoluted financial story: two years of credit card transactions from his time in the state House, when he and other Republican leaders freely spent party money.Details about the spending, which included repairs for Rubio's family minivan, emerged in his 2010 U.S. Senate race. But voters got only half the story because the candidate refused to disclose additional records.

Now Sen. Rubio's past is under fresh scrutiny as he emerges as a top presidential prospect. During last week's debate he deflected questions about his financial discipline — most recently, he liquidated a retirement account — but those questions will only intensify.

"For years I've been hearing that his credit cards are a disaster," Donald Trump said Tuesday during a news conference in New York City.

"It's fair game," Jeb Bush said as he campaigned in New Hampshire, noting the party never gave him a credit card.

The Tampa Bay Times asked Rubio's team for the records in June and again in early October.

A top strategist, Todd Harris, said Tuesday they would be released soon, possibly within the month, but declined to answer questions about what they might contain.

As speaker of the Florida House, Rubio was one of about a half-dozen lawmakers given Republican Party of Florida credit cards. During the Senate race, the Times/Herald obtained Rubio's statements from 2006 and 2007, showing he routinely charged personal expenses, from a $10.50 movie ticket to a four-day, $10,000 family reunion.

In those two years he charged about $110,000, and he said he sent about $16,000 to American Express to cover personal expenses, though the expenses were never detailed. In a 2012 memoir, he wrote, "From January of 2005 until October of 2008 I charged about $160,000 in party-authorized expenses."

Rubio defended use of the card; the minivan, he said, was damaged by a valet at a political function and the party paid $1,000, half the insurance deductible. Items that were personal were paid directly to American Express, he said, though records show that did not happen on a monthly basis. After reporting by the Times/Herald, Rubio did pay the Republican Party of Florida $2,400 for plane flights he double-billed to state taxpayers and the party.

Charlie Crist, Rubio's opponent in 2010, tried to make the spending an issue, but Rubio rode a tea party wave to blow past the then Republican governor, the start of national attention that has propelled him into the presidential race. Through it all, Rubio has refused to provide credit card statements from 2005 and 2006.

"Those credit card statements are an internal party matter. I'm not going to release them," he told the editorial board of the Times-Union of Jacksonville in September 2010.

Attempts by reporters and Rubio's rivals to obtain them have fallen flat, leading to speculation about what they might contain.

Brad Herold, executive director of the state GOP, told the Times on Tuesday that the party "has filed all necessary and required reports with the Florida Division of Elections and will not be releasing any additional information on historical finances."

Chris Ingram, a Republican strategist from Tampa, said he asked Rubio during the Senate run if there were any issues that would arise and the candidate disclosed to him charging for "flooring" in his West Miami home. But as questions grew about Republican spending in general — the party chairman, Jim Greer, would serve time in prison — Rubio insisted he had done nothing improper.

"There is nothing to drop. I have the statements now. It is all mostly a bunch of commercial airlines, rental cars, hotels and travel restaurants. Any personal charges were paid by (me) directly," Rubio wrote Ingram in an email on Dec. 24, 2009. Ingram wrote back, "I hope you're right."

In his 2012 book, Rubio did not mention flooring. "I pulled the wrong card from my wallet to pay for pavers." He attributed the family reunion expense in Thomasville, Ga. — a celebration of him becoming House speaker — to a mistake by his travel agent, who used the wrong card.

"There are always these things with Marco, like 'Oh, let me just explain that,' " Ingram said in interview this week. "You want to look at the guy and say, 'You're not a lawyer defending a client in a criminal trial trying to get them off by saying whatever needs to be said.' He explains things away enough to convolute the issue and then people don't even know what the question was."

A Florida man filed an ethics complaint against Rubio in 2010 and in 2012 the state ethics commission cleared him, though an investigator said the level of "negligence" exhibited by Rubio's confusion between the GOP American Express and his own MasterCard, and failing to recognize the error on monthly statements, was "disturbing."

Now questions are resurfacing. During the GOP presidential debate last week, a CNBC host ran down Rubio's history and asked if he has "the maturity and the wisdom to lead this $17 trillion economy."

His response avoided the question. "You just listed a litany of discredited attacks from Democrats and my political opponents, and I'm not gonna waste 60 seconds detailing them all."

The next morning, television commentator Joe Scarborough, a former Republican congressman from Florida, said he was "stunned" moderators let him off the hook instead of pointing to records. "And yet everybody's going, 'Oh, Marco was great.' No, Marco lied about his financials."

The IRS limits tax-exempt organizations like political parties to spending money only on influencing elections. Rubio did not make monthly payments to American Express and made no contributions to the bill during one six-month stretch in 2007, records show.

Miami attorney Ben Kuehne, an election law expert who has represented the Florida Democratic Party, said some of Rubio's expenses "sound incredibly personal, not political.''

"This is party money. Not the elected officials' money,'' he said. ``The person using the card shouldn't be the one who determines whether it is business or personal. From a legal point of view there are red flags all over the place.''

Democrats in Washington and Tallahassee pounced on Rubio's credit-card use. The Florida Democratic Party called on Crist to name a special prosecutor and for McCollum to use his authority as attorney general to investigate.

``Never once in my public life did it occur to me that simply because my car was parked at a party event that if something happened to it my reflexive reaction would be to turn it over to the party to pay for it,'' said U.S. Rep. Debbie Wasserman Schultz of Weston. ``I know most Floridians wish they could get a deal like that.''

Rubio also booked six plane tickets for his wife using his GOP credit card. It was unclear how many, if any, of those trips his wife actually took; in some instances, she did not fly and Rubio was credited by the airline.

"My wife was the first lady of the Florida House of Representatives, and it is absolutely appropriate for her to accompany me to official events and party functions," Rubio said.

Rubio was among at least a half-dozen high-ranking Florida lawmakers given GOP credit cards in recent years, allowing them to spend donations to the party outside public view. Revelations that former chairman Jim Greer and executive director Delmar Johnson charged chartered planes and lavish meals to their cards sparked a grass roots rebellion and the election of new leadership last week.

State Sen. John Thrasher of St. Augustine, the new party chairman, has resisted calls to release the statements of all party credit cardholders but said he will order an exhaustive audit that would uncover any improper or illegal activity.

On Wednesday night, Rubio sent a letter to Thrasher accusing his GOP rival in the hotly contested U.S. Senate race, Gov. Charlie Crist, of leaking the credit card documents to the press.

"It is clear these internal documents were taken from the RPOF by former chairman Jim Greer or someone working for him and were leaked to the media by the Crist campaign," Rubio's letter said. "These actions are an appalling act of political desperation."

Political committees:

During his time in the Florida House, Rubio started two separate political committees, Floridians for Conservative Leadership and Floridians for Conservative Leadership in Government. The groups received an estimated $600,000 in less than three years.

Floridians for Conservative Leadership

  • Created in Dec. 2002 with the purpose to "support state and local candidates who espouse conservative government policies," the committee was seen as a vehicle to drum up support for Rubio's push to become House speaker in 2006. The entity was registered with the state of Florida, with the ability to give contributions to political candidates.

  • Raised more than $228,000. $4,000 was distributed as direct campaign contributions to other candidates.

  • Rubio's wife, former Miami Dolphins cheerleader Jeanette Dousdebes, served as committee treasurer. $5,700 was paid to his wife primarily for "gas and meals.''

  • The Committee was registered to Rubio's West Miami home. Close to $85,000 was spent on office/operating costs and $65,000 for administrative costs.

  • Over 18 months, $89,000 was spent on political consultants, $14,000 was paid to Rubio for reimbursements, $51,000 in credit card payments for food, lodging and airfare. No details were provided on who was traveling or the locations of the transactions.

  • A 2010 investigation by the Florida newspapers showed that $34,000 in expenses, including a $7,000 reimbursement to Rubio himself, had not been disclosed, as required by state law.

  • Rubio's then campaign adviser Todd Harris, told the Times in 2010, "The bookkeeping in (that) committee was not always perfect."

Floridians for Conservative Leadership in Government

  • This committee was created in late 2003, and shut down in 2005, with the mission to educate the public about conservative leadership in government. It raised more than $386,000. The committee was registered with the IRS as a 527 fund, but it was not registered with the state of Florida. It was not allowed to donate money to political candidates.

  • $14,000 paid to his mother-in-law and Rubio relatives for courier services.

  • More than $74,000 in expenses by the committee was never accounted for in papers filed with the IRS.

  • Rubio's then-campaign adviser said in 2010 the unspecified expenses were for transactions under $500 and did not have to be disclosed by law.

Rubio was dogged by questions about his spending when he ran against then-Florida Gov. Charlie Crist for Senate in 2010. During that campaign, Crist said Rubio used his political committees as "slush funds." Crist also claimed Rubio used his office in the legislature to "enhance his personal enrichment."

Rubio managed to escape the scrutiny and was victorious over Crist in 2010.

But now that Rubio is eyeing a larger stage and is expected to run for President in 2016, his history will again be called into question.

Obama did produce the birth certificate, Not that there was any there there. But it spoke to Trump's ability to bring political pressure. He may pressure Rubio to produce credit card records, sooner rather than later. It is possible that something is there.
