Jeb Bush Orders Across-the-Board Pay Cuts for Struggling Campaign

Bush's advisers, under pressure from their donors and from falling and stagnant poll numbers, came to the conclusion that a course correction was essential.

Jeb Bush, once a front-runner for the Republican presidential nomination, is slashing pay across the board for his struggling campaign as he attempts to regain traction just 100 days before the party’s first nominating contest.

The campaign is removing some senior staff from the payroll, parting ways with some consultants, and downsizing its Miami headquarters to save more than $1 million per month and cut payroll by 40 percent this week, according to Bush campaign officials who requested anonymity to speak about internal changes. Senior leadership positions remain unchanged.

The campaign is also cutting back 45 percent of its budget, except for dollars earmarked for TV advertising and spending for voter contacts, such as phone calls and mailers. Some senior-level staff and consultants will continue to work with the campaign on a volunteer basis, while other junior-level consultants, primarily in finance but including other areas, will be let go, the officials said. The officials declined to say who would be removed from the payroll or provide an exact dollar figure for the savings. (A summary of the changes, provided to Bloomberg Politics by the campaign, is posted here.)

Bush's advisers, under pressure from their donors and from falling and stagnant poll numbers, have been discussing ways to retool the campaign in recent days, and came to the conclusion that a course correction was essential. While recent tangles with Donald Trump have energized the campaign, Bush's senior team recognized a more fundamental set of changes was required that didn't involve dealing directly with the party's surprising—and surprisingly durable—front-runner.

Analysts and rival campaigns will view the changes as a desperate act, perhaps the last one, of a man whose campaign has dropped in the polls in recent months and has remained mired in the middle of a crowded field despite a month-long blitz of friendly television ads. None of the changes deal directly with what even many of Bush's supporters say is his main challenge: The burden of trying to convince voters hungry for change to choose a man whose father and brother both served as president.

Officials said the changes—the second time the campaign has cut its payroll this year—will enable them to shift more resources into New Hampshire, where the campaign has the largest operation in the state, and other states where early voters begin casting ballots in February. There will be more volunteers and surrogates for Bush, which the campaign refers to as “friends of Jeb,” on the ground to help in a state that his brother lost in 2000 and his father won in 1988.

One Bush adviser told Bloomberg Politics in an interview Friday morning that the team was “unapologetic” about the changes, saying the moves were from a “position of strength.” “This is about winning the race,” the adviser said. “We’re doing it now and making the shifts with confidence. We expect to win.”

I think Jeb! was there as the chosen son of the establishment. He was given a ton of PAC money from large donors. He created a large and expensive campaign (as did Walker) and he flopped (as did Walker). He did not draw enough primary campaign donations to support his extravagant campaign organization (the PAC can't help there). Donald Trump owned the news cycles and Rubio is the better, more attractive establishment candidate, especially at the debates.

Yes I agree it stated out that way but I think its time for Jeb to payback the GOP by going after conservatives and make the next heir apparent look good.

Nah, his campaign is going bankrupt like Scott Walker's did. He started out with a good pile of money from max donors and burned through it. New donors are scarce. His burn rate for the last quarter was somewhere around 90%. The campaign piggy bank is running dry.

Well cutting personnel costs usually means the campaign is going to focus on bringing down the favorables for the lead candidates going into Iowa.

That means firing dead weight so they can flip the salary of the negative ads experts.

So expect a flurry of ads in Iowa, NH, SC and FL against Trump and Carson. No other candidates are moving in the polls.

Then again this is quite interesting as no votes have been cast yet.

So October 28th is the next debate for the GOP. Will JEB dump negative ads before or after? After that debate the next one is in November and another in December. I think after the November debate no one other than pundits will pay attention to the race until after the New Year.

Jeb! could get all the negative ads he wants using PAC money. They tried that. Trump went up and Jeb! went down to single digits.

The Real Clear Politics poll of polls average:

Trump 27.2
Carson 21.4
Rubio 9.2
Cruz 7.8
Bush 7.2
Fiorina 5.4
Huckabee 4.0
Paul 3.2
Christie 2.4
Kasich 2.0
Graham 0.6
Jindal 0.4
Pataki 0.4
Santorum 0.4

The Real Clear Politics poll of polls average:

But an RCP average is less of a yardstick than ever.

Many polling companies have gotten out of their partnerships with major media outlets (ABCNNBCBS and FNC and WSJ and NYT and WaPo). They now are doing Facebook surveys and other non-traditional "polling". Even Gallup has stopped entirely with polling the 2016 primaries and they won't even commit to polling the 2016 general election. And Gallup invented the polling business, based on the polls first done by Gallup in the 1936 race. Now, 70 years later, Gallup isn't sure it should be bothered to poll some puny presidential race.

RCP may be the consensus media yardstick for these debates but it is itself a fairly artificial measure of the race.

Isn't that because they really screwed up the 2014 elections or was it the Israeli elections??

Kind a general crisis in confidence of polling in the modern era. Nate Silver discusses the problem as well. Also, the surprise outcome of the Brit election which, like the Israeli election, was predicted infallibly to result in the defeats of Cameron and Netanyahu. Then they won in a virtual landslide.

Apparently, too many people just lie to pollsters or don't tell them anything accurate, ranging from whether they'll vote to what is important to them in a candidate.

I have no doubt polls are used to determine who the next candidate to be attacked and ruined is going to be...

Looks like some of the people are "finally" catching on and keeping their mouths shut about who they want to see elected...

OTOH Leftards just can't help themselves so you "always" know what POS they want to see elected, they remind me of coyotes howling at the moon...

But an RCP average is less of a yardstick than ever.

Real Clear Politics does not do polling. They identify the major polls they use and average the results of those polls.

ABC/Wash Post
NBC/WS
Monmouth
CNN/ORC
FOX News

So, for example, ALL of the major polls reflect Jeb! in single digits at 7, 8, 5, 8, 8 and average his result to 7.2.

It is the best available yardstick to measure how truly crappy Jeb! is doing in the polls.

His campaign's financial difficulties are a good yardstick of his campaign crashing and burning.
