I think "Uncle Volodya" is a joke phrase in Russia, maybe like "Uncle Sam" or "Uncle Tom" is in America, a cultural thing with humorous overtones. It seems to suggest that Vlad is going to show his muscles to impressionable lad Barry and then take liberties with him. It's got a vibe of "Wanna feel my muscles, little boy, wink-wink-wink". This habit of calling the tsar or dictator "father" or "uncle" goes back centuries. Vlad has taken questions in public from women who call him Uncle Volodya.
