The good or damage done depends on the deal agreed to, not the authority to make a deal. Fast track authority does not require the president to give away the farm. In 1974, Congress passed H.R.10710, Trade Act of 1974, signed into law by President Gerald Ford, extending fast track authority. If neither committee disapproved of the negotiations during this 60-day committee consultation period, any subsequently negotiated agreement would receive fast-track legislative consideration. The 1984 Act thus greatly increased the influence of Congress in negotiating trade agreements.
