1) Amendment to the constitution stating that citizenship upon birth is consigned only if the mother is a legal resident of the USA (be she citizen or green card holder). 2) Illegal aliens who entered the USA and have no arrest warrant can stay in the USA but will never be eligible for American citizenship unless they serve in the US military and achieve an honorable discharge. They would basically be green card holders for life. Additionally, the number of these legalized immigrants directly impacts the quota ratio from their country of origins and reducing their numbers until the yearly amount is used up. This is hoped would make the other country a partner in securing their illegal immigrants. If the quota is 100,000 from that country and a million illegals are captured then it would be 10 years before anyone from that country can legally enter the USA.
3) Countries will be taxed on their trade to the USA to subsidize the immigrant population in the USA. Money will be used on assimilation programs.
4) Muslim immigrants will be required to renounce sharia law before granted a green card and citizenship. This is similar to our laws where we ask people of they are communists. If we can ask if they are members of a pretty much defunct political system we can use that rule to weed out sharia law devotees. If a Muslim immigrant begins to push sharia after he will be deported and his citizenship stripped.
5) Employment ID cards will be issued to all legal adult aliens eligible to work in the USA and employment checks and fines for employers of illegal aliens.
