Former Texas Gov. Rick Perry has stopped paying his 2016 presidential campaign's staff in the key early primary state of South Carolina, amid flagging poling numbers and sluggish fundraising.

Spokesman Lucy Nashed said late Monday that "tough decisions have to be made in respect to both monetary and time-related resources."

"Governor Perry remains committed to competing in the early states and will continue to have a strong presence in Iowa, New Hampshire and South Carolina," Nashed said in a statement. "The Governor is also looking forward to his trips to South Carolina this Thursday and to Iowa next week."

Perry has spent more time than any White House hopeful in Iowa, which opens presidential primary voting, and has frequently visited New Hampshire and South Carolina, sites of the next two primaries.

It wasn't clear if the pay suspension would be permanent. It was first reported by National Journal.

Katon Dawson, Perry's South Carolina state campaign chairman, didn't return messages seeking comment Monday night. But some other Perry South Carolina staffers said they would continue to work as volunteers, at least for the time being, believing the former governor's fortunes may improve.

Perry campaign officials in other states referred questions about salaries to headquarters in Austin, which declined to comment beyond Nashed's statement.

"As far as I know, we still have a plan and we're still on track," said Sam Clovis, the campaign's Iowa state chairman.

Perry just barely failed to crack the top 10 in national polls of the crowded Republican presidential field, keeping him off the main stage at last week's much-watched debate. His campaign announced in July that Perry had raised only around $1 million in about a month - though super PAC support pushed its total war chest to nearly $18 million.

Perry spent 14 years at Texas governor, the longest tenure in state history, before leaving office in January.

He's hoping to convince Republican primary voters that he's humbler and better prepared than in 2012, when his first presidential bid opened to strong fundraising and a brief surge in the polls - but fizzled amid a series of public gaffes.

Perry dropped out of the race four years ago just before the South Carolina primary, after disappointing showings in Iowa and New Hampshire.

Yep. Perry is just the first to realize he is wasting his time & money. Maybe he can get a job as a greeter at a Wal Mart, LOL.

Some will be in for awhile.

Bush will be in until the convention. He's a Bush and has literally nothing else to do. This is "his time", to match his brother, and he's not going to give up. Doesn't mean he'll get the nomination, but he'll be in it to the end.

Carson will be in it until after the first few primaries. He has been campaigning now for a couple of years, he believes in himself, he believes (naively) that people will hear his message and vote for change. People see him, like him, and will indeed vote for change, but they'll do it via Trump. Carson is apparently a great surgeon, and that's what the people are going to suggest that he do: go back to doing what he's good at: surgery. Once he fails to make any real headway towards victory in New Hampshire, Iowa and South Carolina, he will sit back and say "What the hell am I doing?" And he'll drop out.

Lindsey Graham is not going to get the money. He'll drop out. Pataki will drop out for the same reason. I can't think of the names of many of them, but they'll drop out also.

Because last time Santorum had a huge surge in Iowa, he doesn't believe polls. He thinks he'll be in it longer. But this time he's not going to do so well. He'll drop out.

You'll end up with Jeb, Walker, Paul, Rubio and Trump. They will survive the first sorting. Rubio's money will run out. Paul's funding will not run out, and he'll be in there, very tenacious, until the end.

It will end up a three-way race: Jeb and Walker, and Trump. Jeb and Walker take each other's voters. Neither is appealing. Trump is appealing. The protest vote likes him.

On Sunday I attended services at a black church, and afterwards went over to one of the congregant's houses for fried chicken and soul food, and I listened to what they had to say.

There were many folks there. They're not Republican voters. Several of them spoke up for Trump, like him, thought he wasn't treated fairly at the debate, and might vote for him, because they think he can get stuff done.

These folks have never voted Republican. They're planning on voting for Hillary, but Trump, to them, is different. Some of them will give Trump a chance because they think he'd be good.

See, the people know Trump. And a lot of people like him.

Trump will get a "Trump Democrat" vote. He'll get a bigger chunk of the Black vote than any Republican since Nixon in 1960. He'll get a good-sized chunk of the Hispanic vote.

He'll win the election, if he's the nominee. And he'll be in it to the end.
