He is speaking in picturesque code because that's what demagogic preachers of all faiths do, and also because he has plausible deniability if people actually do it. After all, you and others here were confused as to what he meant, which means that if people actually do as he says, and then the authorities come after him for incitement, he can say that he was not inciting violence against the police, and point to the sort of confusion you and others here had about what he meant as proof that what he said was not whatever happens. It's an artful way to evade potential legal responsibility if his call to arms actually succeeds in provoking a black revolutionary movement that targets the police.
