I'm thinking he's a wingnut from Wisconsin or Minnesota. I'm pretty sure I heard him say "aboot" for "about". And the way he said "shootin'" sounded like the northern states to me. Sounds like a Cheesehead to me. Here's a recent clip of Steven Hayes doing the Wisconsin accent at 01:10.
What bothers me about kooks like this is they distract from the real picture - the fucking embrace of fucking Muslims by official USA going back to Reagan.
