(Cincinnati, OH)--A man who told police he "hates white people" is accused of pushing a female jogger into traffic and pulling a knife on her. Police said that Rodney Arnold, 34, shoved the jogger into Montgomery Rd. at Langdon Farm Rd. May 11. They said he pulled out a knife and showed it to her, causing her to believe her would seriously hurt her. The victim was able to get away and get help. Arnold was later arrested, and the alleged victim was able to positively identify him in a lineup. Arnold is charged with assault, aggravated menacing, and ethnic intimidation. He is held in the Hamilton County Justice Center. His bond is set at $90,000.

Then he will be given $150000.00 in cash, a monthly check for $6000.00 for the rest of his life, a new house, a Cadillac, free tuition in college. I haven't heard of a charge of "ethnic intimidation" until now. Do you know if this like a hate crime or is it a lesser offense?

I looked up Ohio's ethnic intimidation statute. (A) No person shall violate section 2903.21, 2903.22, 2909.06, or 2909.07, or division (A)(3), (4), or (5) of section 2917.21 of the Revised Code by reason of the race, color, religion, or national origin of another person or group of persons. (B) Whoever violates this section is guilty of ethnic intimidation. Ethnic intimidation is an offense of the next higher degree than the offense the commission of which is a necessary element of ethnic intimidation. Effective Date: 03-19-1987 Pennsylvania has a similar but more lawyerly statute dating from 2002. It addresses "malicious intention toward the actual or perceived race, color, religion, national origin, ancestry, mental or physical disability, sexual orientation, gender or gender identity of another individual or group of individuals". So the PA law was enacted after the Matthew Shepherd (supposed) hate crime and media frenzy.
The perp in this case: It is quite rare for blacks to receive a hate crime enhancement to their charges so I have to credit the local prosecutor for equal application of the law. This is the part of justice where the law is supposed to be (color-)blind. I don't agree with hate crime enhancements generally but if you're going to have them on the books, they should apply to everyone, not just whites.
Another black on white crime, buried on page 9,000 yet a white on black crime has been page one above the fold for days on end now. Between obama and it's minions in the news, folks we are going to see racial troubles in the country like never before. My wife took me out for ice cream last night, we went to a little place in So Paris, Maine as I listened I heard the word "nigger' no less than four times. Three of those times was man to man conversations while the wife and kids got the ice cream, one was a man talking to his girlfriend. None of the conversations were in sympathy for the nine dead in Charleston. In John 3:3 Jesus says, unless you are Born Again you will not see the kingdom of God. The white girl in the article never saw the attack coming, the same with just about all of the victims of the so called knock out game. Death does not send an email with a time and date, it can come right out of the blue and very, very suddenly.
Kinda depressing you can't go for ice cream in Maine without hearing that word. You weren't exactly in da ghetto.

So we can see this predates the later hate crime laws by a decade or so. In this case, if they would ordinarily charge something like second-degree assault, the ethnic intimidation charge would impose penalties for a first-degree assault. 2927.12 Ethnic intimidation.
