The story should read that cops are becoming so intimidated to do their job that this cop waited until he was wounded by the attacker to waste him.
That was my first thought. A good reporter would have keyed on that and asked the cop why he hesitated until he himself was injured. Lack of support from his superiors? Race of the perp? Wanted proof that he feared for his safety? Nope. This lazy-assed reporter chose the "cop shoots bad guy" easy story.
