By Paul Bremmer The Jade Helm 15 military training exercise slated to hit the American Southwest this summer may be the military’s attempt to “master the human domain,” according to one reporter who’s been digging into the matter. The U.S. Army Special Operations Command, which will organize and oversee the exercise, created an electronic presentation about Jade Helm 15 that includes a logo with the motto “Master the Human Domain.” Author and reporter Cheryl Chumley says that will involve some unconventional tactics. “My interpretation is it’s less bombing, less boots on the ground, less tanks, and a lot more psychological-type warfare,” Chumley told an audience recently at Faith & Freedom Coalition Delaware. She said the U.S. military used to focus on conquering the traditional air, land and sea domains. But a few years ago, U.S. Special Operations Command (SOCOM) officials decided they needed a new method of warfare to combat untraditional foes like al-Qaida, so they vowed to “master the human domain.” “What that does is it basically requires the military to adopt a strategy that leads to long-term relations in order to win military battles,” Chumley explained. Such a strategy involves dropping Special Forces in targeted areas, where they try to blend in with the local civilian population. The key is for the soldiers to build trust among the civilians and subsequently influence their behaviors. According to Chumley, who authored “Police State USA: How Orwell’s Nightmare is Becoming Our Reality,” SOCOM commanders created a vision statement in which they pledged to adopt such a battle strategy by 2020. She quoted from that vision statement: “Success in the human domain will depend upon understanding the human terrain and establishing trust with those humans who occupy that space to then apply unique capabilities that are designed to assess, analyze and prevail in population-centric strategies or struggles.” In other words, said Chumley, unsuspecting American citizens will be part of a grand test. “It’s not about martial law; it’s more about winning the trust of citizens in a training session, and what that means is the citizens in these seven states are guinea pigs,” she said. “They’re the test subjects for these special operations soldiers.” In its presentation on Jade Helm, SOCOM stated “some participants will be wearing civilian attire and driving civilian vehicles.” Chumley sees that as the scariest part of the operation. “I think at the very least that the residents of these seven states might like to know if they’re part of this operation or not,” Chumley declared. “It’s a little bit alarming thinking you could be at the local 7-Eleven, and the guy next to you just chatting you up is actually part of a special operations campaign.” Jade Helm 15 is a joint exercise involving all four U.S. military branches, local law enforcement officers, and various federal agencies. It is scheduled to begin on July 15 and last eight weeks. It will take place in seven states, all in the Southwest: Texas, Utah, California, Nevada, Arizona, New Mexico and Colorado. A SOCOM map of the operation labels Texas, Utah, and two counties in southern California as “hostile” territory. Notably, all of those areas are Republican-controlled regions. Meanwhile, California, Nevada and Colorado are labeled “permissive.” SOCOM has warned residents of the seven states they should expect increased aircraft at night, more noise than usual, and suspicious-looking people conducting suspicious-looking activities. But the military assures residents those suspicious activities are merely “designed to prepare [soldiers] for complex environments overseas.” However, Chumley believes the fact that Jade Helm is taking place here at home, in ordinary communities, should raise some red flags. “The fact that they’re doing this on American soil outside of U.S. military bases is at least worthy of watching and asking some questions, because the military basically trains where it’s going to be doing missions,” she reasoned. “So if they’re training on civilian grounds, in communities in seven different states, then you have to wonder, what are they training for?”

Never really have trusted the government - but in the current climate, with Obama at the helm so to speak, I don't see how anyone can trust them. It occurs to me that you are not usually one to embrace so-called "conspiracy theories". Two years ago you probably would have called anyone who posted stuff like this "kooks". I like me some Posse Comitatus. Always have. And I have no objections to training on bases, reservations or (semi-remote) federal lands. I'd even allow for it in an American town if everyone there is agreeable to hosting it in advance. And you could find such towns around America. In states like South Carolina, some towns would probably love to host such a training op.

This is beyond infiltration, evade and survive operations done by SOF in the past. Her following statement (as I pointed out earlier) is a flawed conclusion. Chumley, IIRC is Wash Times reporter so this gives more street cred. The whole thing is creepy and seems unlawful. How exactly are these other agencies involved? Are they expected to go on missions with the Berets overseas when it comes time to use this training? The closer you look, the rottener it is.
Some do. We had DoS and dept of AG and quite a few other civilian type federal agencies with us in Iraq. They were supposed to be key injects for the Political and Economic lines of operation in support of the host nation. I'm sure SOF deals with these type agencies as well in training and that is fine IMO. SOF should be nowhere near any FEMA or stateside only federal agencies. That's why I commented as I did. SOF have a sizable civil affairs detachment and that is who usually deals with various federal agencies overseas for POL,ECON and relief efforts. You had USDA and State Department personnel going into combat with you in Iraq? I don't believe it.
I don't believe it. Not combat but they did get teams out to various locations under the protection of USFOR and Iraqi security forces. How else does a USDA guy get out to help assess the date palm annual aerial spraying? They also went out to commercial farms with Army veterinary physicians to assess livestock health etc. The State Dept folks stayed holed up in the Green Zone in their huge fort like embassy. Hardly left there and was, I think, a major contributing factor as to the policy decisions (or lack there of) we saw unfold. We had hydrologists as well who went out to canal sites to assess canal networks, etc. You can't conduct a COIN fight without all these non-lethal Econ and governance agencies. Not exactly like training in a junior high in Flint MI with a bunch of Green Berets. Your assessment is very close. Here's the caveat. There are different 'flavors' of SOF. The units we call Green Berets in Iraq were mainly interacting with the local populace and also training Iraqi military and commandos. Then there are the other flavor of SOF which did direct action raids on terrorist personality targets and cells. From what you provided and what I found it seems the 'flavor' of SOF is the first one with interaction and military assistance training. Part of the military assistance training is to go on actual raids with the host nation commandos (e.g. Iraqi SOF). Funny that up in the Taji area of Iraq there was an old trade school for teens which was used as an IED factory and storage area. Iraqi commandos with US SF as advisors raided and cleared that building. So there's a bit more on the "human dimension" mentioned in some of the articles. As Pete mentioned in a post or two, getting access to buildings of different types to plan and conduct a training assault is what SF strives for. If they train on the same buildings over and over again then the training value decreases with each training operation. I understand your concerns and agree a community should be well aware of what is going on. I'm sure if the folks of Flint knew a lot more, they may have bragged they had such training going on to support our efforts overseas. For an organization with vast experience in public affairs, you would think this would be handled a bit better. That's exactly the rub, isn't it? How is it possible to have an iota of trust for a man and regime who've demonstratively and obviously declared war on its own? Yes - eventually some previously shut-down eyes and ears might well finally be open to realizing many "CTs" are far closer to THE truth, while as detractors they were/are naive victims of a Goebbelian propaganda campaign. People just could NOT believe our leaders would sell out their own...and lie through their teeth. Even the Gipper knew, "We're from the gubmint and here to help " was BS propaganda. And then again, when Dubya declared, "Islam is a Religion of Peace," Freepers STILL worshiped at him on their knees and refused to believe the worst. Not even this policy raised the Red Flag with many...till recently: "In order to increase your safety and security, we're going to allow millions of illegal invaders into the country, but also then to create a dossier on YOU.
