Japanese took their civilization from China and Korea.
The reason why they appear "more civilized" to you is that they entered on the path of modernization/westernization much earlier - when China was falling into ruin caused by Western intervention and looting.
Give them time and the Middle Kingdom will return to its previous glory. Or make war on them to wreck it again.

The Chinese culture is what causes them to have no scruples at all. Like the Japanese they are polite socially if they think you may be their social equal,but your worse nightmare come true would to be an employee or someone seen as being of lesser class.
The fact that they have no scruples and see themselves as war lords is what makes them such dangerous and successful businessmen. Literally speaking,they have absolutely no conscience at all,where the Japanese have a very highly developed sense of right and wrong and are horrified at the thought of doing something shameful.
For all practical purposes,China is still being ran by War Lords. They just call themselves the Politburo these days,but they still have total control of the country and it's people,and they still have the power to make life and death decisions for everyone in China.
The only real weak spot the Chinese have is their addiction to gambling,and that makes them VERY dangerous people to have large stocks of modern war weapons and cannon fodder by the hundreds of millions.
