SAN JUAN P.R. -Tourists walk near the 16th century Spanish fort called El Morro in Old San Juan, Puerto Rico. There's an entrance fee to enter the Castillo San Felipe del Morro, but the best way to enjoy this U.S. National Historic Site requires no money at all. The fort that towers over San Juan Bay, known universally as just “El Morro,” is a great place to stroll, especially at sunset. The massive rolling expanse of grass at the foot of the fort has spectacular views in any direction. It's a popular place to picnic and fly a kite, sold by nearby street vendors.

The Social Security Administration (SSA) approved disability benefits for hundreds of Puerto Ricans because they do not speak English, despite the fact that Puerto Rico is a predominantly Spanish-speaking territory.

According to a new audit by the Office of Inspector General (OIG), the agency is misapplying rules that are intended to provide financial assistance to individuals who are illiterate or cannot speak English in the United States. Under the rules, Puerto Ricans are allowed to receive disability benefits for their inability to speak English as well. “We found the Agency did not make exceptions regarding the English-language grid rules for claimants who reside in Puerto Rico, even though Spanish is the predominant language spoken in the local economy,” the OIG said.

The audit said a person applying for disability in Puerto Rico who cannot speak English “may increase his/her likelihood of receiving disability benefits.” The agency does not currently have a system in place to keep track of the number of beneficiaries who receive disability insurance for not being able to speak English.

The USA is like Rome paying tribute to barbarian nations to keep them allied.

Peurto Rico should have been released from colonial rule 50+ years ago except for this irrational fear the USA had in the Cold War era that PR was just one revolution away from becoming a new Cuba. Even if it did fall to communisim, so what? Sure, hindsight is 20/20 but the USSR fell and all those decades of freaking out over the coming commie threat to take over the world look comical. I know older people will refuse to se ethis but younger generations will look abck and just laugh at Americans who built nuke bunkers in their back yards and waged wars in hostile overseas places for an imagined domino effect that never happened.

But now we are seemingly stuck with PR in limbo because enough PR migrated to the 50 states to create a sizable voting block and the GOP is too afraid of being called racists and the Dems don't want to lose the built in PR vote.

Everyone freaks over Mexicans - but Mexicans come here to work. PR are citizens are the biggest welfare takers bar none.

BullBush! We didn't let them go because the Navy wanted the base there,and because so many PR's were living in NYC,enjoying the best of both worlds and exerting their political influence to keep the welfare checks rolling into PR.

You can bet your ass that "welfare check" is two English words they all understand.

IMHO,cutting them loose to join with the commies would have been a good thing because the commies would have gone bankrupt a lot sooner.

The other problem is that colonies tend to be stunted in growth - being on American welfare probably hurts the PR people more than it helps over the long haul. Like being on parents allowance after college makes you not want to look for work any time soon kind of thing. Also, the PR people (like the Hawaiian people) were forced to join the USA without their say so. Hawaii is now a state and became so because of American migration to the island allowed the USA to take it over. My suggestion to the PR people is to break off now before mainland Americans arrive to live in PR and take over your country and make it a State where your traditions will be destroyed by the Fed govt.

Another area where we are in firm agreement. Government handouts are designed to make people/voters dependent on government instead of independent free people.
