If you have money, committing a municipal violation may pose you a minor inconvenience. If you dont, it can ruin your life.
I've been driving for almost 40 years. I've had one (1) ticket. I paid it, went to traffic school, and drove on with my life.
Maybe people who can't afford to pay their fines when they don't maintain their vehicles and / or drive like sociopathological a$$holes should consider using public transportation instead of exposing themselves to the expense of owning and driving a private vehicle?

Maybe. My preference would be stripping away the power of municipal governments to do anything but garnish wages and petty private property in order to pay traffic fines and similar violations.
I would strip away from governments the power to touch real property or personal liberty for de minimis fines. I would augment their power to collect the fines, in a moderate amount over time, from bank accounts and wages.
There is no reason to grant municipal government sweeping powers to interfere with people's lives over petty things. And there is no reason to allow municipal governments to turn petty things into major things simply because "it's government". Government, particularly local government dealing with minor non-violent issues, should have no greater power to interfere in lives than neighbors, friends, co-workers and employers do.
