Tipton blasts proposal to raid vets’ program

By Gary Harmon Monday, February 23, 2015

President Barack Obama’s proposed budget would allow him to raid a program he approved that was aimed at improving medical treatment for veterans living in rural areas, said a letter signed by, among others, U.S. Rep. Scott Tipton, R- Colo.

The Veterans Choice program, which had funding of $10 billion when it was approved and signed last year, was intended to reduce waiting times for veterans who had been on waiting lists for more than 30 days or who lived more than 40 miles from a Veterans Affairs clinic.

The proposed budget — which was roundly criticized by Republicans in the House — asks that the VA have authority to reallocate excess funds as needed from the program.

It’s far too early to tell whether there will be surplus money, however, the letter said.

The budget proposal raised concerns, especially among representatives of rural districts, the letter to the Department of Veterans Affairs said.

The Veterans Choice Program was passed into law in August “and many VA Health Networks are still working to implement contractual agreements with non-VA medical providers,” Tipton said in a statement. “For this administration to claim the program is being underutilized or that they’ve heard it’s not the first choice of veterans is absolutely absurd.”

Other questions remain to be answered, according to the letter, among them whether the measurement of distance from a veteran’s residence should be measured as the crow flies or by road miles, and how well the VA has done so far in reimbursing health care providers who accept the veterans choice card.

In many instances, veterans have yet to receive their cards, according to Tipton’s office. Some veterans have had difficulty receiving cards because they get their mail at a post-office box instead of a physical address, the office said.

Every veteran registered in the system as of August should have received a card or can expect one to arrive soon, Tipton’s office said.

Veterans can contact their representatives’ offices for help with the cards.

While spending 16 days as an inpatient at the Albuquerque VA Hospital, and many, many more days over there as an out patient and for testing, etc, I have spoken ot a lot of Vets, many who are terminal. Let me suggest that if I were a member of the body politic I would be very careful what I did to Vets, some have nothing to lose, one suggested a quick death by a bullet or hail of bullets would sure beat the h$&& out of what he was facing.

Politicians should beware, more than one said "Illegals get better treatment than us".

Here is how this little scam works. A couple of years ago the VA was under a lot of congressional pressure for not being responsive to veterans needs. Especially veterans that didn't live in cities with VA hospitals. IIRC,the rule then was if you lived more than 65 miles from the closest VA hospital you could get a "fee basis card" from the VA that allowed you to see local doctors and they would bill the VA for treatment.

The VA's answer to this was to open "satellite clinics" in nearby rural areas. There is now such a clinic about 25 miles from me,which makes it 40 miles closer than the nearest VA hospital. It is virtually useless. All they treat there are PTSD patients, and the only other services they offer are serving as a local access point to schedule appointments at the nearest VA hospital. If you don't have a car or can't drive, they offer a van service that will pick you up at the clinic, take you the 45 miles to the VA hospital by 9 AM,and bring you back to the clinic after the VA hospital ends it's normal day of operation at 5 PM. I MAY be wrong and they MIGHT have the van come to your house to pick you up if you don't have a car or can't drive, but I don't think they do this.

The VA uses these rural clinics as an excuse to deny veterans fee basis cards so they can get treated locally. They may have dropped the minimum 65 mile distance down to 45 miles, but these satellite clinics now eliminate fee basis cards for veterans that were eligible for them before.

Now,here is the kicker. The VA considers these clinics to be the same as a VA hospital when it comes to providing VA hospital care,so now there are even fewer veterans that can get the fee basis card.

The VA literally spent billions to open these clinics all over the country, and all they really do is make appointments and refer you to doctors at the real VA hospital.

Oh,the other thing they do is increase the VA's budget, increase the number of doctors and nurses they hire, and prevent the VA from having any budget cuts while DECREASING access to medical care for rural veterans.

The one thing you can always count on a bureaucracy doing is protecting itself.

Of course they do. Illegal aliens can go to regular doctors who can still work at regular hospitals because they are competent enough to be able to buy malpractice insurance.

You can't sue VA doctors for malpractice, and that is why a lot of the doctors that work for the VA work there. It's the only place they CAN work.

All the illegal has to do is parent a baby born in the US,and they instantly become retired for life.

How well I know this scam. --- When I moved, I had to sign up at the Susanville Ca clinic, 55 miles away, and all they do is refer me to the Reno hospital, 90 miles away.

I'm now emboiled in trying to validate my 'Choice' card, which will enable me to use our local hospital, 10 miles away. -- Six weeks in, and after more than a dozen phone call runarounds, they say they'll get back to me in a couple weeks more, to see if I qualify for the program.

At this rate, I'll develop PTS from VA 'care'.

This is a national scandal how our veterans are treated! It makes me furious to see Busho's & Ovomits prescious illegals being treated far better than our veterans! I wish there was something I could do to correct it, but there is not!

Our nations ills are so extensive, there is no political solution.
