If people became independent, and civilians managed law & order, there would be no reason for a governing force. About the only thing I could imagine that might still exist is a court to properly charge proven criminals, either by a lone judge or with a jury as well who are trained for their positions, and are a 3rd party in every way to any such incidents which they are the judge/jury of.
