As Democrats Pan Netanyahu Visit, GOP Lays Out Welcome Mat

Nearly every Senate Republican signed a resolution welcoming the Israeli prime minister to America.

As Democrats have grown increasingly vocal in their opposition to Israeli Prime Minister Benjamin Netanyahu's visit to Washington next month, Senate Republicans are laying out the welcome mat.

"During this time of such great instability and danger in the Middle East, the United States should be unequivocal about our commitment to one of our closest and most important allies," Sen. John Cornyn said in a statement on Thursday. "I hope all my colleagues will join me in welcoming Prime Minister Netanyahu to Washington so we can continue to work together to advance our common security interests."

In one of the chamber's final acts before members recess for a week, Cornyn introduced a resolution welcoming Netanyahu to the United States. It was signed by 51 of the chamber's Republican members and, initially, not a single Democrat. Cornyn said he would circulate a Dear Colleague letter to urge all senators to sign onto the resolution.

The Republicans' gesture comes as Democrats in the House and Senate have grown increasingly critical of Netanyahu's visit, which comes at the invitation of House Speaker John Boehner and without consultation with the Obama administration. Several Democrats, particularly Congressional Black Caucus members, have talked about boycotting the speech, and the White House announced that Vice President Biden will not be able to attend due to a trip to South America. Netanyahu's trip has also become a huge source of controversy in Israel, as his visit comes just weeks before he is up for reelection.

Rep. Charlie Rangel, D-N.Y., has been particularly outspoken on the matter, even making jokes at Netanyahu's expense during the National Press Club Foundation dinner last week that left some Republican members squirming in their seats. "I cannot think of any reason as to why someone who differs with my president should be coming to my country, my Congress, in order to—especially, when it's preceding an election in a foreign country, as friendly as she might be," Rangel said this week.

All but three Senate Republicans—Bob Corker, Jeff Flake, and Lindsey Graham—have signed onto the Netanyahu resolution...

The Cornyn resolution welcoming Netanyahu to the United States was signed by 51 of the chamber's Republican members.

Rand Paul was not mentioned in the article as published.

Rand Paul will need more than faux forum headlines as he eyes a presidential race.

He's likely to face questions about several contested or disproven statements he recently made on various subjects. Here's one:

AID TO ISRAEL

Campaigning for a Nebraska Republican in August, Paul sparred with reporters who asked about his earlier calls to end foreign aid to all countries, including Israel.

"I haven't really proposed that in the past," he said. "You can mistake my position, but then I'll answer the question. That has not been a position, a legislative position, we have introduced to phase out or get rid of Israel's aid."

But in 2011, Paul proposed a budget that would end all foreign aid, including that for Israel. He defended the position in an ABC News interview at the time. He called Israel an important ally but added: "Should we be giving free money or welfare to a rich nation? I don't think so."

Rand Paul makes another unforced error:

Hailing from the more libertarian wing of the GOP’s foreign policy plank, Paul has sometimes angered conservatives by supporting a less stringent approach than traditional hawks like Graham. But he was supportive of Netanyahu’s speech.

“He’s always welcome,” Paul said.

Maybe Sen. Paul thinks he is being diplomatic by saying this, but it doesn’t make a lot of sense for him to endorse Boehner’s maneuver. Paul has previously argued that diplomacy should be given a chance in the talks with Iran, and most recently he has been working on a bill with Barbara Boxer that offers what they call a more “moderate” alternative to the Kirk-Menendez new sanctions legislation. So it makes no sense to approve of an invitation extended to a foreign leader when the sole purpose of that invitation is to promote the cause of additional sanctions on Iran with the obvious goal of sabotaging the negotiations. Netanyahu has been invited in large part to promote the cause of a confrontational Iran policy that Paul professes to oppose. Why would Paul want to welcome that?

I know that Paul thinks he can thread the needle of placating “pro- Israel” hawks without antagonizing the core supporters he expects to have in 2016, but I suspect that he is wrong about this. He will never be able to satisfy the “pro-Israel” hawks, since they decided long ago that he was not one of them. The more that he equivocates and temporizes on these issues, he is running the risk of losing a lot of the supporters that might have otherwise backed him. More important, he isn’t fully seizing the opportunity to challenge his party as it pursues a truly foolish and dangerous course on Iran.
