Where are all the fine people that used to post here? Oh that is right I pissed them all off and they left.
There are actually TWO beasts in Revelation 13. The first is the One World Government "New World Order" structure as its composite seven headed form shows. (This beast is actually a composite of the four beasts described in the book of Daniel.)
The first Daniel beast -> Lion (One Head) The second Daniel Beast -> Bear (One Head) The Third Daniel Beast -> Leopard (Four Heads) The Fourth Daniel Beast -> Monster (One head with ten horns)
The second beast of Revelation 13 is the SATAN THE DEVIL pretending to be Jesus Christ and the Antichrist (INSTEAD of Christ) as well as the False Prophet.
This beast looks like a lamb (Jesus Christ) but speaks with the voice of the dragon (meaning it is actually SATAN THE DEVIL).
This second beast is why the Rapture doctrine is PARTICULARLY DANGEROUS. This second beast comes to the world before Jesus and will present himself as Jesus come to "fly the believers away" in the "Rapture". Rather than being the great flying away or "Rapture" the appearance of this second beast will be the great FALLING AWAY as many Christians worship the ANTICHRIST, SATAN THE DEVIL thinking that he is Jesus come to "Rapture" them away.
