I notice he was trying to engage in some national security lingo. When he said "actors", he meant "non-state actors". I think he garbled something he heard about the bombing as the actions of "non-state actors" from an FBI or DHS briefing he'd gotten recently. The security literature is full of references to non-state, anti-state or stateless actors. It's just security lingo for spooks, DHS, FBI, State.
