C'mon, the lib who wrote this article cals them "mischievous teens".
That's because he lives in Chicago,and he doesn't want JJ's thugs picketing his house and place of employment,and he doesn't want a pack of the teen animals ratpacking him every time he steps outside.
Face it,in any city where blacks are the majority and run the city government,a state of anarchy exists,just like in Africa. The ones able to do something about the crime and bad living conditions do nothing about either because they are too busy using government to enrich themselves by giving city contracts to relatives,friends,and anybody willing to give them a kickback to be doing anything else.
