If citizen parents had children born on the moon their children would be natural born citizens - qualified ! If a non citizen parent from the moon - wherever have children born in Ameica they are native born citizens - not qualified !

US has two means of attaining natural born citizenship...born on the soil or of a US citizen parent overseas so declaring the child to be a US citizen... Period.
