What I find fascinating is this seems to have only happened to non-wite people living in America.
Kinda like it was only "inner city youts" that ate the paint off the walls in the government-provided housing they lived in.

No,but I have. We always solved the problem by sanding or wire brushing the loose paint and repainting it. I know that is a novel and radical approach compared to waiting for somebody from the government come and do it for you,but it worked for me.

You are just confused and must have meant to write "there are people living in these apartments who have been living in government housing for generations,and being the parasites they are they would never dream of fixing anything because they think it's the governments job to wipe their asses after a visit to the toilet.
