What I find fascinating is this seems to have only happened to non-wite people living in America.
Kinda like it was only "inner city youts" that ate the paint off the walls in the government-provided housing they lived in.
Or could it be their children had better sense than to be eating paint?

No,but I have. We always solved the problem by sanding or wire brushing the loose paint and repainting it. I know that is a novel and radical approach compared to waiting for somebody from the government come and do it for you,but it worked for me.
Think that should be allowed?

BTW,you mention HUD contracts. What's keeping these people from spending a little of their welfare/food stamp money to paint their apartments? After all,they live there for free,and it was THEIR children eating the lead paint chips. Who is most responsible for their children,them or the government?
