If the election is a fight for something to believe in for him, there is nothing wrong with continuing to have his organization raise funds to be able to do so.
Not to mention that he would not get quarter for doing the other half of this "damned if you do, and damned if you don't" scenario and called a moratorium on campaign fund raising.
Because instead if chiding for him for continuing to do the expected you would instead be saying, "See, Obama feels guilty for his bad governance and quit fund raising out of having a guilty conscious.
