In order to understand the above verses, one must realise that first, God set down the limits of government and defined the purpose of government and rulers.
Government rulers are ministers. Their job is to faithfully carry out God's will and ensure God's laws are enforced. Government is limited to the execution of justice. It is to punish what God defines as evil and reward that which God defines as good.
God told men they could rule as long as they stayed within the limits and purpose of government. Once a ruler strays from God's definition of government, the contract is broken and man is no longer obligated to obey or submit. In fact, man then has an obligation to rid itself of evil, wicked rulers.
Basically, there are three spheres of influence that do not overlap. In the middle is the very core of government, the family. To the right of the family is human government. To the left is the church. Government and the church both origninate from the family. Neither is to cross over and interfere with the family.
