COLORADO SPRINGS, Colo. (AP) — A wildfire near Colorado Springs has quickly grown to more than 2,000 acres and prompted thousands of residents to flee their homes, while another fire to the north claimed more than a dozen cabins and structures after sweeping through a Rocky Mountain neighborhood.

Hot, dry and gusty conditions are expected to continue into Sunday after fueling the two fires that erupted a day earlier. At least seven wildfires are now burning across Colorado, where officials have been challenged by one of the most severe wildfire seasons in recent memory.

The larger of the two new fires Saturday was the Waldo Canyon Fire near Colorado Springs, which flared up around noon. The Colorado Springs Gazette reported early Sunday that the 5,000 residents of Manitou Springs, just several miles west of Colorado Springs, were ordered to evacuate.

Evacuation orders also had been in place on the west side of Colorado Springs and in the towns of Cascade and Ute Pass.

In some neighborhoods, Colorado Springs police cruisers rolled down streets, issuing the order to leave through a loudspeaker.

"Colorado Springs Police Department," an officer said. "This is a mandatory evacuation notice. Evacuate now."

Hundreds of other residents were under voluntary evacuation orders and have been packing up, the newspaper reported.

The fire was zero percent contained, but no structures had been claimed by the fire, and homes in Colorado Springs or Manitou Springs were not immediately threatened, authorities said.

Fire officials in the two towns said the evacuations were in place as a precaution.

"We're looking around 10, 11 o'clock in the morning. The temperatures are going to start going up, the humidity is going to start going down. That's when fires can change their behavior dramatically," said the Rev. David Hunting, the Manitou Springs fire department's chaplain and public information officer.

Meanwhile, crews near the mountain community of Estes Park were mopping up after the Woodland Heights fire that also sparked Saturday destroyed 21 structures.

The Denver Post reports investigators are determining whether the fire started in a cabin before spreading or started as a wildfire before moving toward the homes.

The fire was attacked quickly by air and ground crews.

"Even though we lost 21 (structures), which is a huge tragedy, we saved many homes because of firefighters' efforts," the Post reported Estes Park Fire Chief Scott Dorman as telling evacuees.

Firefighters contending with the largest and most expensive fire in Colorado history gave up some ground before the weekend. Crews stationed near threatened homes Friday had to retreat for their safety, and containment slipped from 60 percent to 45 percent.

The fire near Fort Collins has scorched more than 118 square miles and destroyed at least 191 homes.

Heat that set back firefighting efforts Saturday are expected to continue Sunday, with the National Weather Service forecasting temperatures nearing 100 degrees throughout much of the state.

Elsewhere in the West, firefighters made progress against wildfires in Utah, New Mexico and California.

In Utah, about 2,300 Utah wildfire evacuees were allowed to return to their homes Saturday evening after officials determined the blaze no longer posed a threat to them.

The decision came after the fire had burned Friday within a quarter mile of some homes in Saratoga Springs and Eagle Mountain, about 40 miles south of Salt Lake City, Bureau of Land Management spokeswoman Teresa Rigby said.

The fire that officials believe was started Thursday by target shooters was 30 percent contained Saturday evening, with full containment expected Tuesday.

Crews also were battling a 16,500-acre brush fire on high desert near the town of Delta in central Utah.

In California, a wildfire that broke out about 60 miles north of Los Angeles has triggered evacuations of campgrounds around an off-road recreation area. The Ventura County Fire Department says the fire was reported shortly after noon Saturday near the Hungry Valley State Vehicular Recreation Area. It has burned at least 400 acres. The cause of the fire is under investigation. Hungry Valley is located along the Interstate 5 corridor, in Gorman.

In New Mexico, a lightning-caused wildfire that destroyed 242 homes and businesses is 90 percent contained after crews got a break in the weather. Heavy rain Friday helped crews increase containment lines on the 69-square-mile fire near Ruidoso that began June 4.

Meanwhile, the more than 464-square-mile Whitewater-Baldy blaze, the largest in state history, is 87 percent contained. It began May 16 as two lightning-caused blazes that merged to form one fire.

BAD fires in Colorado

Decades of fire suppression have allowed thick undergrowth to develop in an unnatural way.

When untouched by man, small seasonal fires burn the underbrush out every year or so. The trees are immune to these small, less intense fires.

However, once you allow the underbrush to build up mass, when it does catch fire, (and it WILL catch fire), THAT fire burns so much fuel so HOT that it kills the larger trees also.

FIRE is part of the western ecology.

You can suppress it but you can't STOP it.

This doesn't even address the subject of more population living in active wilderness fire areas.

40 acres looks REALLY REALLY small when it's borders are hundred foot high walls of flame.

"Pucker" doesn't even begin to describe it.

The latest issue of the al-Qaida propaganda publication Inspire contains the usual dose of narcissism, delusional threats and overwrought tributes to dead terrorists, but what is striking is the space it devotes to an unexpected target: trees.

Eleven pages of the online magazine are handed over to discussions about starting forest fires in NATO countries, providing both a tactical and religious justification for it, and an illustrated step-by-step guide on how to do it using a device made out of gasoline and a washing machine timer.

"Fire is one of the soldiers of Allah," it says.

The threat underscores al- Qaida's evolving strategy. All but incapable of organizing another mass outrage like 9/11, Islamist terrorists have instead begun encouraging acts of "individual jihad," in which a lone fanatic plans and carries out an attack close to home.

Among the targets of individual jihad listed in Inspire - which is put together by al-Qaida's affiliate in Yemen, the branch that has attempted several attacks in the West - are political figures, media outlets, airports, bridges, stock exchanges and "places where Jews are gathered," but also forests.

Lightning, campfires and industry account for most of the fires that set Canada's forests ablaze every summer, consuming an area more than three times the size of Prince Edward Island and costing up to $1 billion. But should Canada be concerned about terrorists using fire as a weapon?

"If A-Q takes it seriously, so ought we," said Martin Rudner, distinguished research professor emeritus at Carleton University. "The fact that this mission appeared in Inspire, which is intended to promote jihadist activities on the part of English-speaking Muslims in the West, is indicative that it is a serious threat."

Whether Ottawa is taking it seriously is hard to say. Federal public safety and natural resources officials said firefighting was a provincial responsibility and declined to discuss it further for "operational reasons." The Ontario government said it was aware of the threat, but B.C. was not.

Rudner said forests are not considered part of Canada's critical infrastructure and so they do not benefit from counter-terrorism programs that safeguard other sectors like energy. "Thus, to the best of my knowledge, there are no particular critical infrastructure protection programs in place, at either the federal or provincial levels, to protect our forests against jihadist or other terrorist fire-setting."

Calls for a "forest jihad" date back at least to 2007, when online radicals suggested that setting fires would not only kill citizens of Western countries, but also cause pollution and economic damage while exhausting police and emergency services.

The idea gained traction in 2008, during Australia's wildfire emergency. In 2009, a U.S. Department of Homeland Security bulletin noted "growing interest in 'forest jihad' among terrorists," but found no credible evidence it was a genuine threat to the U.S. "Considering the appeals posted in al-Qaida forums, the possibility exists for arson to be used as a terrorist tool," it allowed.

The tactic resurfaced with new prominence last month when al-Qaida in the Arabian Peninsula put its latest edition of Inspire online.

"It is your freedom to ignite a firebomb," read a headline on the cover. Photos inside showed apocalyptic scenes of burning forests.

An article purportedly penned by al-Qaida figure Abu Musab Al-Siri encouraged "ordinary resistance fighters among the Muslims residing in America and the allied Western countries" to engage in "popular resistance action such as destroying economic targets and burning forests during hot periods in the summer."

B.C.'s Wildfire Management Branch said while it was unaware of the threats it was ready to respond to all fires. Arson fires are often the least destructive since they tend to occur near populated areas and are quickly reported.

"The public reports half of all fires started in B.C., and we also have sophisticated systems that prompt us to new fire starts so we can respond quickly," said spokeswoman Alyson Couch, adding "93 per cent of unwanted fires are extinguished at less than four hectares in size."
