WASHINGTON -- The Department of Homeland Security has launched a program to "facilitate and accelerate the adoption" of small, unmanned drones by police and other public safety agencies, an effort that an agency official admitted faces "a very big hurdle having to do with privacy."

The $4 million Air-based Technologies Program, which will test and evaluate small, unmanned aircraft systems, is designed to be a "middleman" between drone manufacturers and first-responder agencies "before they jump into the pool," said John Appleby, a manager in the DHS Science and Technology Directorate's division of borders and maritime security.

Appleby provided program details to a friendly audience at the Counter Terror Expo here last week. Just days before, the Federal Aviation Administration had issued new rules to streamline licensing for government agencies seeking to operate lightweight drones.

The DHS program "is meant to aid the user community in making informed decisions" about buying drones, said a DHS spokeswoman. She said the department can help law enforcement agencies "better understand what this technology can contribute in areas such as real-time law enforcement operational support; special event response; crime scene situational awareness; border security; fire/wildfire detection; and disaster evaluation and initial response."

Appleby said he hopes to invite vendors to participate in field tests of sensors and other drone capabilities at a military base somewhere in the Southwest this summer. Later this year, the FAA plans separate tests that will focus on how to safely and efficiently integrate unmanned aircraft into the same airspace with piloted airplanes.

It may be a few years before these automated eyes fill the sky, but privacy advocates, lawmakers and civil liberties groups are already worried about potential abuses.

And if they have to start tracking each of us in the near future by tracking our cell phones or even implants under the skin,well,that's a small price to pay to maintain our freedoms,right? No telling what sort of hazardous conditions they might spot, radical terrorist "feral" hogs, Edison incandescent bulbs, expired license plates on an old truck, kids reading radical right wing stuff like the US constitution.

Oh,yeah. With practically everything being either illegal or suspicious,it's almost impossible to NOT be guilty of something.

A perfect example is the county is after me now for having unlicensed cars in my yard,and threatening to sell my house at auction to pay the 100 a day fine since somebody complained and sent them photographs of the cars. This despite the fact I have been doing this here since 1980,all the cars are antiques that are exempt by state law from having to have inspection stickers (which require license plates),and I don't have any neighbors within a mile. The facts that I am grandfathered and county ordinances are contrary to state law seems to not be a consideration by them. A "neighbor" complained. The "neighbor" owns a plot of land across the street that is wetlands and nobody will ever be able to build a house on,plus the "neighbor" lives about 500 miles away and I have never even seen them.

Not to mention I have been through this very same thing twice in the last 25 years,the last time being about 7 years ago. Both times before the county had to agree I was not in violation,but the new people up there figure they need to prove "there is a new sheriff in town" to the thousands of yankees who have moved into the county in the last 7 years. They obviously have more votes than I do.

I feel like SUCH a criminal for preserving American automotive history. All of these cars and trucks except for two are from the 30;s,40's,and early 50's. Two are 1972 pickups I have for parts.

It's either not going to cost me a dime,or it is going to cost me everything. I'm not paying any fines and I'm not getting rid of any PRIVATE PROPERTY that I don't WANT to get rid of. This is so wrong on so many levels I just can't let it pass.

The ironic part is that due to age and health reasons I have been getting rid of them on my own. The last one left out of here last Saturday,heading for Darlington,SC. I have probably got rid of 10 or 12 cars and trucks in the last 2 months,all due to ME needing to get rid of them for my own personal reasons,and I was planning on stripping out 2 more this week that are nothing but junkers with a few good parts so I can haul the remains to the crusher. Right now I have those two on hold because I don't want to give the county the impression they are successfully pushing me and can get away with it. You either stand up for your rights or you wake up one day and realize you no longer HAVE any rights.

If they back off and leave me alone,there will only be a very few antique cars left in my yard by the end of June unless I get hurt or sick again. If they get pushy,I will get pushy.

If this sounds like a lot of cars in a yard,my yard is 8 acres.

Right now it is costing me lost sleep and higher blood pressure because I am all pissed off,and I try hard to not get mad anymore. Then I get madder because I am mad. It's like a self-perpetuating engine.
