(Newser) – Wisconsin Gov. Scott Walker's efforts to keep his job took a hit this week from a report showing how many voters lost theirs. Between March 2011 and March 2012, the state lost 23,900 jobs, more than any other state in the nation, according to the Bureau of Labor Statistics report. Some 17,800 of those were in the public sector, but the state also led the country in private-sector job losses with 6,100, reports the Christian Science Monitor. Only Mississippi and Rhode Island also saw the number of private sector jobs shrink in the same period.

Walker—who faces a recall election in June—has been playing up more recent data in his campaign, pointing out that the state gained 17,000 jobs in the first two months of this year. But another 4,300 jobs were lost in March, and his Democratic opponents note that Walker promised to bring 250,000 private sector jobs to the state in his first term. "He really put this number on the table. If anyone said, ‘Judge me by the jobs,’ it was Scott Walker,” a labor economist notes.

Governor's jobs promise is still off pace

Despite a bump in January, Gov. Scott Walker's goal of creating 250,000 private- sector jobs is still a long way off, according to numbers released Thursday by the Department of Workforce Development.

Wisconsin has gained only 6,000 private-sector jobs in the 13 months since the governor took office, a sluggish economic pace that leaves the state far off the mark Walker set during his campaign.

There were some good numbers Thursday. Wisconsin added 15,700 private-sector jobs in January 2012, though it lost 3,200 jobs in the public sector. And the state's unemployment number fell to 6.9 percent, the lowest it's been since December 2008, according to DWD Secretary Reggie Newson.

But those gains were overshadowed by the state's sluggish performance since Walker took office. Excluding thousands of jobs added in December 2010 but included in Walker's total because of the way DWD tabulates numbers, the latest revisions show the state gained only 900 private-sector jobs since January 2011. It actually lost 12,500 total non-farm jobs, a number that includes public jobs.

"While current job estimates are promising, today's revised actual numbers for the past year were worse than estimates, which is deeply troubling," said state Assembly Minority Leader Peter Barca, D-Kenosha. "The fact remains that job loss is the overall impact Gov. Walker and the Republicans' economic agenda has had on Wisconsin."

Walker said that the jobs numbers and falling unemployment statistics released Thursday show Wisconsin is headed in the right direction.

"Our economy is turning around in part because the structural reforms we put in place are creating certainty for private-sector employers to grow jobs by showing them that Wisconsin's finances are in order," said Cullen Werwie, Walker's spokesman.

The jobs issue has been a touchy one for the governor, who has joked that he'd tattoo "250,000 jobs" on the foreheads of his Cabinet secretaries to remind them of the importance of turning the state's economy around.

When Walker took office, Wisconsin had about 2.74 million total non-farm jobs. Over the next year, the state experienced a bumpy, uneven ride on the way to job losses in seven of 12 months.

Still, on Thursday, Republicans found hope in the most recent numbers.

"Wisconsin lost 150,000 jobs under the Democrats' control," said Senate Majority Leader Scott Fitzgerald, R-Juneau. "I'm glad we're making progress climbing out of that hole."

State Rep. Robin Vos, R-Rochester, struck a similar theme, saying the latest numbers indicate a turnaround. "People are finding work and no longer have to worry about how they're going to put food on their tables," he said.

But to Democrats, the January bump was not enough to prove Walker's changes are having the desired effect.

"Gov. Walker made an ironclad promise to create 250,000 jobs in Wisconsin during his first term as governor," said state Rep. Sandy Pasch, D-Whitefish Bay. "It is quite shocking to note that his promise is behind pace by over 80,000 jobs and that we have actually lost thousands of jobs during his time in office."
