Ron Paul for Alaska campaign chief Evan Cutler said the candidate’s supporters and organizers who were out at the polls Tuesday night harbored other suspicions.

“People were turned away at the polls that were registered to vote due to confusion among the poll volunteers. Voter registration databases were outdated,” Cutler said his organizers reported, going on to add that, “younger voters, voters of a certain demographic were turned away” and that the campaign had conducted exit polling across the state and that numbers reported by the state party leaders “didn’t jibe.” The allegations didn’t stop there. Cutler also accused party bosses of levying “poll taxes” of at least $50 for participation in post-vote district conventions. The Paul campaign even accuses Alaska GOP Chairman Randy Ruedrich of rigging his own district via teleconference to make sure Mitt Romney — the state establishment Republican choice — won a majority.

An email Cutler sent Ruedrich was forwarded to Alaska Dispatch.

“There were some other complaints about the process in your own district,” it said. ”According to the reports I received, when the District Convention convened there were 7 delegates in your cohort and 7 in the Ron Paul one. Instead of letting people vote then, I was told you instead called supporters from your side one by one until you had enough people on the Romney side on the phone to take all the delegate slots. …” . . .

“Ruedrich and others are bending their own rules for Romney. It’s not fair. There’s a history of game playing in Alaska’s Republican Party. People shouldn’t be disenfranchised. They shouldn’t have to pay to play. … Ruedrich should probably go,” Cutler said.

Alaska’s Republican presidential poll is conducted solely by party bosses like Ruedrich and isn’t overseen by the state’s Division of Elections. Cutler isn’t the first conservative to call for Ruedrich’s head.

But much mightier politicians (including Sarah Palin) have taken him on, only to be frustrated again and again.

Not that it will do any good.

Re: Violations of Alaska Party Rules and the 2012 Convention Call

Dear Chairman Ruedrich: Our firm represents the Ron Paul 2012 Presidential Campaign Committee, Inc. (the “Paul Campaign”). It has come to our attention that there appear to be substantial irregularities regarding the Alaska Republican Party’s (the “Party”) process for the payment of delegate fees to the Alaska State Convention scheduled to be held next week April 26-28, 2012.

As you are well aware, the Party’s 2012 Convention Call did not establish any deadlines as to when delegate and alternate fees must be paid and that the Party’s own rules only require that the delegate registration fee be paid before being seated as a delegate. Article V Section 2 ARP Rules. In fact, on the Party’s own website, the posted schedule of events for the Convention states that registration begins at 2:00 p.m. on Thursday, April 26, 2012. It is clear from this published notice and the established rules of the Party that those wishing to be delegates (or alternates for that matter) to the 2012 Convention have until at least the close of registration at the Convention—a deadline more than a week hence.

Despite this clear notice, we are informed that last evening you convened a State Central Committee Meeting at which, for the first time, it was announced that the State Party would only accept checks postmarked by April 18, 2012. We are now informed that the Party has announced that the deadline to pay the delegate fee is now 6:00 p.m. today, April 17, 2012. Both of these changes were made without proper notice, and pursuant to the Rules and Convention Call were unauthorized and completely arbitrary in nature.

April 17, 2012 Page 2 Furthermore, we are receiving reports from people trying to pay their registration fees that they are being frustrated at every turn by the Party officials. Examples of this include a woman who tried to pay her delegate fee with a check but was then told but was told that the Party does not accept checks. She the went an obtained a money order, which the Party took, but then Party officials informed her that the Party did not take money orders— interestingly the money order has not been returned to her. Others seeking to pay their delegate fees have been subject to a moving target as to what form of payment the Party will accept—if they come with a check, they are told checks are unacceptable, if they come with a credit card, they are told the Party does not take credit cards. Party officials have told others trying to pay their delegate fees that the Party will not accept cash. If the Party will not take cash, credit cards, money orders, or checks, what other form of legal tender will it take?

Now we hear that payment must be made by check at the Party headquarters or credit card by phone by close of business today. When officials from the Paul Campaign sought to help some of these people by offering to pay delegate fees by using the Paul Campaign’s credit card, the Party told these officials that it was “illegal”—a contention without any basis in law or fact.

The Party’s Rules and Convention Call are designed to facilitate the protection of voting rights and ensure the full and fair participation of Republican voters the delegate selection process. Indeed, paragraph 7 of the Convention Call states: “District committees shall take action to achieve the broadest possible participation of all Qualified Republican voters in the delegate selection process.” Clearly the actions of Party officials described above are at odds with that statement.

The rights of Alaskans to participate in the political process are being violated by the actions described above. We are therefore demanding that these political shenanigans cease immediately and that people be allowed to pay their delegate fees in the timeframe as contemplated by the 2012 Convention Call and Party Rules. We further demand that the Party accept payment for these fees in reasonable form, i.e. check, cash, credit card, or money order.

These attempts at frustrating political participation by qualified Republican voters are unseemly at best, and likely gross violations of their voting rights. Should the Alaska Republican Party fail to appropriately address these issues immediately, and conform its behavior, the Paul Campaign will pursue all of the legal remedies available to ensure that the process is fair and legal and that the rights of citizens participating in this process are not violated.
