I'm not sure what could be used for routine certification of Federal citizenship eligibility to vote. Perhaps everyone could be given the option to obtain a passport at birth, and maintain it, or be taxed into submission for opting not to have a passport.

I'm not sure how much the average voter is paying attention.
The Citizen's United funding of the political war chest means so much corporate money that when they get ramped up after the nominations, you will want to turn off your TV and radio just to get away from the ads blaring. It will be a war of negative ads.

My point exactly.
The IRS will now be taxed (pun intended;) to gather the Health Insurance tax.
IT will now be up to the IRS, and of course they have all kinds of time on their hands, to VERIFY as well TAX.
You'll need a box when ever dealing with anything Federal and a whole new bureaucracy will need to be created.
