American Right To Life calls it politics as usual when Ron Paul tried to mislead pro-life voters by signing a pledge that he actually rejects. Just in time for the 2012 Iowa caucuses Paul pledged that he will "endorse legislation to make clear that the 14th Amendment protections apply to unborn children." But then he contradicted his pledge by stating, "I can't agree that the Fourteenth Amendment has a role to play here." "Shockingly, Ron Paul agrees with the central finding of Roe v. Wade itself," says Darrell Birkey, director of research for American Right To Life, "that the constitutional protection of human rights does not apply to unborn children." And Birkey adds, "Ron Paul as president would defend a fictitious right of states to legalize the murder of children, but any country that permits kids to be intentionally killed is not even civilized." "Ron Paul is not who he claims to be," says Lolita Hanks, president of American RTL. "Paul is pro-choice, state-by-state. He believes states should be allowed to keep abortion, which is like allowing states to keep slavery." Thus as president, Paul would refuse to enforce the 14th amendment, which declares, "No State shall… deprive any person of life… without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws." Sanctity of Life Act of 2005 and of 2007 Findings The Sanctity of Life Act would have defined human life and legal personhood (specifically, natural personhood) as beginning at conception,[1] "without regard to race, sex, age, health, defect, or condition of dependency." By contrast, the Born-Alive Infants Protection Act of 2002 amended 1 USC 8 to provide that legal personhood includes all Homo sapiens who are "born alive". The Sanctity of Life Act further would have recognized that each state has authority to protect the lives of unborn children residing in the jurisdiction of that state. Such legislative declarations are nonbinding statements of policy and are used by federal courts in the context of determining the intent of the legislature in legal challenges.[2][3] [edit] Provisions The Act would have amended the federal judicial code to remove Supreme Court and district court jurisdiction to review cases arising out of any statute, ordinance, rule, regulation, or practice, or any act interpreting such a measure, on the grounds that such measure: (1) protects the rights of human persons between conception and birth; or (2) prohibits, limits, or regulates the performance of abortions or the provision of public funds, facilities, personnel, or other assistance for abortions. We the People Act - Prohibits the Supreme Court and each federal court from adjudicating any claim or relying on judicial decisions involving: (1) state or local laws, regulations, or policies concerning the free exercise or establishment of religion; (2) the right of privacy, including issues of sexual practices, orientation, or reproduction; or (3) the right to marry without regard to sex or sexual orientation where based upon equal protection of the laws. Allows the Supreme Court and the federal courts to determine the constitutionality of federal statutes, administrative rules, or procedures in considering cases arising under the Constitution. Prohibits the Supreme Court and the federal courts from issuing any ruling that appropriates or expends money, imposes taxes, or otherwise interferes with the legislative functions or administrative discretion of the states. Authorizes any party or intervener in matters before any federal court, including the Supreme Court, to challenge the jurisdiction of the court under this Act. Provides that the violation of this Act by any justice or judge is an impeachable offense and a material breach of good behavior subject to removal. Negates as binding precedent on the state courts any federal court decision that relates to an issue removed from federal jurisdiction by this Act.
Legislative history The Stockman bill, H.R. 2087, was introduced on July 20, 1995, and immediately referred to the House Committee on the Judiciary. It was then referred to the Subcommittee on the Constitution, Civil Rights, and Civil Liberties on July 28, 1995. The first Paul bill, H.R. 776, was introduced on February 10, 2005, and again referred to the Judiciary committee, which referred it to the Subcommittee on Courts, the Internet, and Intellectual Property on April 4, 2005. It had five cosponsors. On February 15, 2007, Paul reintroduced the Act in the 110th Congress, with four cosponsors; he reintroduced another version with the same name on June 6, 2007, with five cosponsors. The bills, H.R. 1094 and H.R. 2597, were referred to the Judiciary committee. The committee referred the first bill to the Subcommittee on the Constitution on March 19, 2007, and the second bill to the Subcommittee on Courts on July 16, 2007; both bills expired in subcommittee. In 2009, Paul reintroduced another version of the bill H.R. 2533 which has one cosponsor. Paul's reintroduction of the bill was introduced the same year as the We the People Act, which would have removed “any claim based upon the right of privacy, including any such claim related to any issue of ... reproduction” from federal court jurisdiction. After neither bill passed the 109th Congress, the GayWired internet portal criticized Paul's legislation, saying that "the woman bearing the fetus is also an individual whose rights seem less important to Paul than those of the fetus or the state government."[5] Paul spoke passionately about his pro-life position, which includes his introduction of the Sanctity of Life Act, while campaigning for U.S. president in 2007, such as in Lawton, Iowa.[6] Paul Dorr of nearby Ocheyedan became Paul's Iowa campaign field coordinator because of Paul's strong pro-life stance, stating that unlike other Republicans, Paul does not abandon his position while in office; Paul's sponsorship of the Sanctity of Life Act was immediately cited.[7] When Paul mentioned the legislation in a personal "Statement of Faith",[8] CBN News White House correspondent David Brody noted that Paul was an exception to the pattern of the 2008 Republican candidates for president not engaging in "God talk".[9] The California Catholic Daily also cited Paul as "abortion's 'unshakeable foe'" with the Act as evidence.[10] On January 22, 2008, the 35th anniversary of Roe v. Wade, Norma McCorvey ("Jane Roe"), now a pro-life activist, endorsed Paul for president based on his authorship of the Sanctity of Life Act and the We the People Act.[11]

The Sanctity of Life bill was submitted when the Republican Party had full control of the entire federal government, yet only five Republicans within the supposed pro-life party co-sponsored it, even though it had the backing of every major pro-life organization in the country. What more, it was the ONLY piece of anti-abortion legislation written during that entire period of time. Talk is cheap indeed. Where was your party? Even if Paul's legislation was unacceptable there should have been dozens of bills dealing with this issue. There weren't. Once again, as he has done his entire career, Dr. Paul exposed the lie that is the Republican Party. They are NOT the pro-life party and they are NOT the party of small government. They proved that beyond a reasonable doubt during the Bush years when they grew the size of government more than any single group of people since LBJ.
There would be no need for such an amendment if the Sanctity of Life Act had been passed when the Republican Party had full control of the government. By defining human life and legal personhood at conception a doctor would be no more able to legally abort a child than he could walk up to you and put a bullet in your head. The baby would have the same protections as you or I do. What more, if the infant death movement found some legal way around it, the bill gave states the authority to pass whatever legislation they felt they needed to protect the baby. He went further than that though. He introduced the We the People Act which would have "forbid the federal courts from hearing cases on abortion, same-sex unions, sexual practices, and establishment of religion, unless such a case were a challenge to the Constitutionality of federal law." The bill would have also made "federal court decisions on those subjects nonbinding as precedent in state courts,[58] and forbids federal courts from spending money to enforce their judgments." Those two pieces of legislation would have protected the unborn child in a much quicker way than the amendment process would. On top of that, had the Republican party truly believed in the rhetoric they vomit on a regular basis, it would have been passed because they had the votes needed to pass the legislation. Unfortunately for the tens of thousands of babies that have been murdered since this legislation was first introduced, the abortion issue is only a way for the Republicans to get votes.
