I was at a school in El Paso Texas once and the teacher told the student that the Bible didn't belong in school and it wasn't allowed there. The Bible wasn't even open.

Nope. I'm saying that the Biblical rules are such that any government would have a hard time finding ways to enforce a prohibition against prayer in school.
