ANCHORAGE, Alaska Three days of high wind blew dust and dirt onto high voltage insulators on the power grid at Prudhoe Bay, America's largest oil field. A day later, rain turned dust into mud that shorted out insulators, halting power to oil wells. The power outage reduced Prudhoe Bay output from 350,000 barrels per day Monday to about 35,000 Wednesday.
