To: All (#0) So who wants to tell Mr. Cain that the President doesn't "sign" constitutional amendments, rather once they are passed by both Houses they go directly to the states. This is sooo embararassing, I am still learning (researching) about amendents, things the president can interfer with myself, but I would have thought an educated man such as him would known that at no point does the President have a role in the formal amendment process (though he would be free to make his opinion known). He cannot veto an amendment proposal, nor a ratification.
