That was done as a strategic decision so as not to make this an issue some would use against America.
When Soviet submariners were buried by the USA this was also done so the USSR would not have any pretext to complain.

1). It's naval tradition for the dead to be buried at sea, in most instances..... (although we could have turned over the bodies to them but didn't..... because of #2).....
2). The bodies that were recovered were "supposedly" very radioactive.....
3). The Soviets weren't supposed to know we were trying to retrieve one of their submarines.....
In the end the families of the Soviet crewmen that were recovered were shown a video of the burial at sea with full military honors.....
