Actually, he does have that ability, JW. He declares 'an insurrection'. Bush came 'this close' to doing so when Kathleen Blanco froze up like a deer caught in the headlights in the wake of Katrina. He writes about it in his book, Doug Brinkley (hardly a Bush/Republican supporter) noted the same in his book 'The Great Deluge'.
