The President has no authority whatsoever to cancel or even postpone an election. Actually, he does have that ability, JW. He declares 'an insurrection'. Bush came 'this close' to doing so when Kathleen Blanco froze up like a deer caught in the headlights in the wake of Katrina. He writes about it in his book, Doug Brinkley (hardly a Bush/Republican supporter) noted the same in his book 'The Great Deluge'. The FEMA slides said a Category 4 storm surge "could greatly overtop levees and protective systems." That's the warning that was given. And even if he was briefed about breechings, what are you supposed to do about it 2 days before landfall? Have the entire levy system rebuilt in 2 days as a hurricane is approaching.
