The President has no authority whatsoever to cancel or even postpone an election. Actually, he does have that ability, JW. He declares 'an insurrection'. Bush came 'this close' to doing so when Kathleen Blanco froze up like a deer caught in the headlights in the wake of Katrina. He writes about it in his book, Doug Brinkley (hardly a Bush/Republican supporter) noted the same in his book 'The Great Deluge'. The Posse Comitatus Act of 1878 prohibits the Army, Air Force and National Guard under federal authority from acting in a law enforcement capacity within the United States.
