That's right - but by putting "all time lows" in the headline the article writer leaves a false impression.
It would be like this analogy: If a gallon of gas were somehow to get down to around a dollar, I could write a screaming headline saying "Price of gasoline at all time lows" - which might be true post 1979.
But in the early 70s, gas was 35-50 cents a gallon. So the headline would be misleading.
I'll admit I'm a "climate chage" skeptic. I don't mean I am skeptical that climate is changing (as long as the Earth has been around, it always has - and it always will). What I AM skeptical of is the idea that "mankind" is causing it - or even affecting it very much.
But that said - your side gains nothing - perhaps even loses points - when it is deliberately seen as hyperventilating over things. It loses whatever credibility it might have.
