Those laws existed prior to the passage of the civil rights act, they just weren't being enforced. The reduction in discrimination was more to do with King and others calling attention to the problem, than the resulting legislation. It really did more harm than good. We'd be a lot closer to racial harmony if congress had done nothing. Government interference and their reverse discrimination mandate, aggravated racial discord. I lived through those times - it didn't look that way to me.
