It seems to me God answers prayers for personal guidance the best. I do remember my Texas born and raised MIL organizing a 'pray for rain' group in San Antonio a few years back during another one of Texas's 'normal' droughts. They had their prayers answered with flooding, and two of her best friends lost their homes.
