No power over our money to the federal reserve. There have been no constitutional amendments so that power remains. No they are not constitutionally allowed to convert to paper money and hand the task over to a private enterprise. When I was a kid, we not only were required to read the Constitution, we had to pass a test on the Constitution to go on to high school. It clearly gives congress the power to coin money. Congress still has the power to coin money and regulate the money thereof. Passing the buck to a private enterprise is not authorized in the constitution.
