Looks like new Orleans after Bush.
Bush is the one who got supplies delivered after 72 hours.
Why not? Since he had FEMA, the Air Force and Navy at his disposal. He also commandeered the National Guard, an act which was illegal at the time but congress has since made it legal.
First response is ALWAYS the responsibility of local authorities. In fact Bush offered to take the responsibilities earlier, that dumb bitch Blanco turned him down and said she'd think about it a day or two. That it took 3 days to have the convoys fully in place in NOT was not Bush's fault, and it was a damn good job that he got everything there that soon..
No one said it was, I just said he had superior forces at his disposal, unless you believe Louisiana has it's own AF and Navy. Or that their governor can comandeer the National Guard from other states.

Actually, most of the leftwingnuts in this forum said 'it was' ming. And Blanco couldn't make a decision on anything, let alone the national guard forces she did control.
