Governor Jerry Brown and state Democratic lawmakers announced Monday they have reached a deal on a budget that would not require tax extensions to bridge the state's $9.6 billion deficit.

The plan relies on an anticipated $4 billion in additional revenue and will trigger deep cuts to many programs if that revenue drops below $3 billion.

"Going forward, we expect more revenues in the budget year coming up. But in case we're over-optimistic, we have severe trigger cuts that will be triggers and will go into effect. Those are real," Brown said at a news conference Monday afternoon.

He called the plan "the most austere fiscal blueprint California has seen in more than a generation." Steinberg said, "The budget implements more than 12 billion in harsh, real cuts, in addition to the possibility of an additional 2.6 billion dollars in cuts as part of the trigger."

In a statement, Senate Republican leader Bob Dutton (R-Rancho Cucamonga) criticized the Democrats plan. He said, "Californians deserve better than the ‘Hope without Change' budget the Democrats announced today. This latest budget is based on the hope that $4 billion in new revenues will miraculously materialize, but does absolutely nothing to change government as usual."

A few years ago when Kentucky had some sort of budget crisis, they raised fees on multiple items. I know the thoroughbred owner license went from $100 a year to $150 - not a lot of money but a 50 per cent increase was a screw job IMO. A Pubbie was governor at the time.

Schwarzenegger campaigned on not extending the "car tax" but look what he did.

The budget raises the state sales-tax rate to 8.25 percent from 7.25 percent and boosts vehicle license fees to 1.15 percent from 0.65 percent of the value of an automobile. The package doesn’t contain a gasoline-tax increase that was included in previous versions.

The plan also adds 0.25 percentage point to all personal income tax brackets for two years, so that a resident currently taxed at 8 percent will face an 8.25 percent levy.

Jerry Brown vetoed the smoke and mirrors budget that the Democrat Legislature tried to pass a few weeks ago.

I've always liked Jerry Brown. I don't always agree with him, but he thinks out of the box and I respect that.

When he was running for President in 1992 in the Democrat primary he proposed to scrap the entire federal tax code and replace it with a flat 13% income tax and a flat 13% VAT. Had he won Democrat nomination, I wouldn't have voted for Perot.

Art Laffer (yes, the Reagan "Laffer Curve" guy) designed Jerry Brown's tax program.
